Carter has been listed as a free agent on the official PFA list of free agents but has been offered a new deal by Preston. He has returned to pre-season training with the Whites but no deal has been signed.
It is thought that a deal is on the table at reduced terms but Carter's agent is still negotiating the deal. If the midfielder fails to sign in the imminent future then he will be free to leave the club and sign for anyone he wishes without commanding a fee.
