The goalscoring midfielder is out of contract at League One Walsall and has failed to sign a new deal with the Saddlers. Several clubs are interested in his signature including Blackburn, Bolton and Bradford.
Preston have also been linked with a move for the midfielder as Neil looks to bolster his squad for a play off push next season.
